A Display Energy Certificate (DEC) provides a clear snapshot of a building’s actual energy usage — known as the operational rating. It helps the public assess how energy-efficient a public building is, using data collected from gas, electricity, and other utility meters. DECs must be prominently displayed at all times in buildings open to the public.


✅ What Is a DEC?

A DEC reflects the energy performance of a building based on actual consumption over a 12-month period. It considers electricity, gas, and other fuel types. If full meter readings aren’t available, an estimate from your energy supplier can be used. A DEC must be updated annually, with an Advisory Report issued every 7 years.


📌 Who Needs a DEC?

A DEC is legally required for buildings that:

  • Have a useful floor area over 500m² (reduced to 250m² after 9 July 2015),
  • Are occupied by a public authority or an institution providing a service to large numbers of people,
  • Are frequently visited by the public.

Private organisations within such buildings are not required to display a DEC.

Each certificate provides:

  • Asset rating (how it was built – if applicable)
  • CO₂ emissions from the past 2 years
  • Legal benchmarks or standard comparisons
  • Building type, address, and total useful floor area

  • Unique DEC reference number

Note: If a tenant has occupied the building for less than 15 months, the operational rating is not required.

For campuses with multiple buildings:

  • If buildings are linked (heated/ventilated by the same system), a DEC is required.
  • When sub-metering is unavailable, energy usage is proportioned based on each building’s floor area.
  • Each building must display its own individual DEC using site-level metered data, apportioned accordingly.

  1. Reviewing your building’s energy consumption and fuel data,
  2. Making adjustments for usage patterns, occupancy, weather, etc.,
